The Circulation Element details the City’s transportation systems. It is a plan that addresses mobility of people, goods and services and the efficient use of the current and future infrastructure that supports mobility in the community. A primary purpose of the Circulation Element is to evaluate, improve and manage a circulation system to meet the current and future needs of Newport Beach. The Circulation Element will consider new requirements of state law to ensure existing and future infrastructure is addressed and evaluate the implications and infrastructure needs to accommodate new growth. New and emerging trends in transportation and mobility will also be explored including Complete Streets.
Complete streets are transportation facilities that are planned, designed, operated, and maintained to provide safe mobility for all users, including bicyclists, pedestrians, transit vehicles, and motorists, appropriate to the function and context of the facility. Each complete street can look different, according to its context, community preferences, the types of road users, and individual needs.
